In August of 2009 and after holding the Public Environmental Hearing in the municipality of Gigante in Huila, the Ministry of Environment, Housing and Territorial Development under Decision 899 granted the Environmental License for the construction and operation of the El Quimbo Hydroelectric Plant.

In 2008, Emgesa began a conciliation process with the Ministry in order to adjust some compensation measures with which it subscribes a document.

Emgesa contracted with the Natura Foundation a study to identify the areas of vegetation cover existing in the reservoir. This study was developed with the participation of the Autonomous Regional Corporation of the Alto Magdalena (CAM) and the Special Administrative Unit of the National Natural Parks System (UAESPNN) and was presented to the Ministry of Housing and Territorial Development in March 2010.
