Each month, one of our representatives visits your home to take the meter reading and generate your bill based on your actual consumption. However, in some cases, we are unable to access the meter and must calculate your bill using an average consumption.
To prevent this, we created a tool that allows you to take the meter reading yourself in just a few minutes, from your cellphone or computer.
In which situations are we unable to read your energy meter?
There are several situations that may prevent us from reading the meter, including:
- The meter is inside a building and access is not allowed at the required time.
- The meter is inside your home or business and you are not present at the time of the visit.
- There is a safety risk.
What happens if our representatives cannot take the reading?
When any of these situations prevents the meter from being read, your bill will be calculated using an average based on your historical consumption.

Additionally, please note that CREG Resolution 108 of 1997 establishes the following regarding meter readings:
Article 29 – Billing Period
With the exception of prepaid meters, in urban areas the company must take meter readings and issue the corresponding bills. The billing periods for subscribers or users located in urban areas shall be monthly or bi-monthly.For subscribers or users located in rural or hard-to-access areas, quarterly or semiannual reading periods may be established. In such cases, the companies must allow the subscriber or user to pay for interim consumption between two consecutive periods based on the reading taken by the subscriber or user of their own meter. These payments shall be deducted from the final consumption settlement carried out by the company.” Emphasis outside the original text
Additionally, Resolution No. 064 of 2020 (an exceptional regulation in force during the health emergency) also regulates the issue of self-reading by establishing:
“Article 2. The following article is added to Resolution CREG 058 of 2020:
Article 14. Temporary Measures for Billing Based on Average Consumption. During the health emergency and when, due to an express prohibition by users or causes beyond the due diligence of the energy retailer, the retailer is unable to carry out meter reading activities, it may perform the measurement based on the average consumption of other periods of the same subscriber or user. The retailer must demonstrate to the Superintendence of Residential Public Utilities that it undertook all necessary actions to perform the individual measurement and that the use of average consumption was not the result of its action or omission.
Paragraph 1. Retailers may implement technological means that allow the user, when they so choose, to submit their meter reading so that the bill may be issued accordingly. (…)" Emphasis added.
