What should you keep in mind for your temporary construction connection?
- - It is granted for periods not exceeding six months, in accordance with the Technical Regulation for Electrical Installations (RETIE), and may be extended at the discretion of the Network Operator.
- - It may not be used as a permanent installation, and the service classification cannot be changed from temporary to another use.
- - Leaving a temporary connection as a permanent installation may cause issues such as improper billing and electrical risks, since it is not designed to support the full required load.
- - The Network Operator will suspend service to the temporary connection if it presents a high electrical risk.

Monitoring of temporary accounts
The Technical Regulation for Electrical Installations (RETIE) is a mandatory technical standard issued by the Ministry of Mines and Energy. Its fundamental principle is to establish the necessary requirements to ensure protection against electrical hazards in all installations.
Section 28.2 of this regulation details the definition, scope, and conditions of a temporary installation. Its content is quoted verbatim below for your reference:
“28.2 TEMPORARY INSTALLATIONS. For purposes of compliance with the RETIE, a temporary installation shall be understood as one constructed to supply electricity service to a project under construction, with a validity period until permanent energization, completion of construction, or for the temporary supply of electricity to transient installations such as fairs or shows, equipment assembly, demolitions, and research projects such as seismic testing or exploratory drilling. The condition of temporariness shall be granted for periods not exceeding six months (extendable at the discretion of the network operator or service provider, upon prior request of the user) (…)”.
Based on the foregoing, temporary construction connections have a specific and time-limited purpose, primarily associated with construction projects. In this regard, and in accordance with the cited regulation, the Electric Public Service Agreement establishes the following:
- Clauses 9.1 and 9.3 – Customer Obligations: “9.1. To use the electric public service under the terms established by law, regulation, and this Agreement.” “9.3. To use the service solely at the premises for which it was contracted, with the account, load, and service classification, and under the conditions set forth in the respective service application or agreement”.
Having outlined the provisions governing temporary electricity service, we inform you that such service has a term of six (6) months, extendable at the discretion of the network operator or service provider.
In order to comply with the regulatory framework and the provisions set forth in the Uniform Conditions Contract, Enel Colombia conducts notification visits to customers so they may request an extension of their temporary account or, if construction of the project or residence has been completed, request cancellation of the account.
If an extension of the temporary construction account is not requested and the account is not in the work completion approval stage or awaiting final energization of the project, the electricity service may be suspended.
Temporary construction accounts may not remain as permanent service accounts once the construction project has been completed.
To request an extension of your temporary account service, you must submit the following documentation through the designated form.

1. A valid construction permit or a valid extension thereof. If construction of buildings has not begun and only green areas, sidewalks, or similar works are being developed, submit the valid urban development or land development permit.
2. Certificate of Title and Ownership issued within the last 90 days.
3. A written extension request letter specifying the account number.
How do I complete the cancellation and disconnection?

Temporary Construction Account Cancellations
Below are the documents you must submit at the time of your request:
- You must pay the disconnection fees. You may review them by clicking here and must be current on all outstanding balances.
- Account cancellation request, Review the format by clicking here.
- Individual: Certificate of Title and Ownership issued within the last 90 days.
- Legal entity: Certificate of Title and Ownership issued within the last 90 days.
- Certificate of Incorporation and Legal Representation issued by the Chamber of Commerce, dated no more than 90 days prior.
- Third-party request: Certificate of Title and Ownership issued within the last 90 days.
- Copy of the account holder’s national ID.
- Copy of the authorized representative’s national ID.
If you do not have a Certificate of Title and Ownership, you may submit any of the following documents:
- Most recent property tax bill.
- Document evidencing possession of the property.
- Judicial ruling awarding title to the property.
- Administrative resolution awarding title to the property.
- Residential leasing agreement entered into with a legally established financial institution.
- Public deed.
