Requirements for Switching Retailers - Electricity
- Comply with the minimum service term (12 months) with the current retailer providing the service, in accordance with the provisions of the applicable regulations (CREG Resolution 108 of 1997).
- Be in good standing with the current retailer providing the service.
- Guarantee payment of consumption incurred and not billed during the period between issuance of the good-standing certificate and the date of the retailer switch, in accordance with Article 58 of CREG Resolution 156 of 2011.
Procedure for Switching from Your Current Retailer to ENEL COLOMBIA and Connection Procedure
1. File with the current retailer a letter from the user expressing the intention to switch retailers and a letter issued by the new retailer requesting a good-standing certificate to complete the switch. This letter must include:
- Account number or feasibility number, in the case of a new account.
- Address of the property where the service is provided.
- Corporate name (legal name).
- Tax Identification Number (NIT).
- The selected mechanism to guarantee payment of unbilled consumption as provided under Article 58 of CREG Resolution 156 of 2011.
2. The current retailer shall have five (5) business days to respond to the request for the good-standing certificate, either by issuing the certificate or by providing the account statement associated with the electricity service.
3. If the request is for a new account, the procedure set forth in Articles 46 and 47 of CREG Resolution 075 of 2021 must be followed: Steps prior to the service energization visit for the connection and the service energization visit for the connection, respectively. 4. For the Non-Regulated Market, an inspection is carried out, at the applicant’s expense, to verify that the metering equipment and electronic meter with remote interrogation comply with the provisions of the Metering Code (CREG Resolution 038 of 2014 or any resolutions that amend, supplement, or replace it).
In the case of the Regulated Market, the review of adequacy and telemetering verification is performed during the joint retailer switching visit.
5. For users with meters that report directly to the Commercial Exchange System Administrator (ASIC), if the metering system meets the conditions established in the Metering Code, the new retailer must register the metering point with the System Administrator (XM), in accordance with the timelines established in the applicable regulations.
6. When dealing with a new account, Enel Colombia will provide the appropriate form for registration of the metering point with XM S.A. E.S.P
Note: If you are a new user in either the Regulated or Non-Regulated Market seeking access to the electricity grid and you choose Enel Colombia S.A. E.S.P. as your retailer, you are only required to complete steps 3 through 6.
Requirements for Switching Retailers - Gas
- Comply with the minimum service term with the current retailer providing the service, in accordance with applicable regulations (CREG Resolution 108 of 1997).
- Be in good standing with the current retailer providing the service.
- Guarantee payment of consumption incurred and not billed during the period between issuance of the good-standing certificate and the effective date of the retailer switch, in accordance with Article 28 of CREG Resolution 123 of 2013.
- Have an individual telemetering system in compliance with applicable regulations.
Procedure for Switching Retailers and Accessing Grids – Gas
1. File with the current retailer a letter from the user expressing the intention to switch retailers and a letter issued by the new retailer requesting a good-standing certificate to complete the switch. This letter must include:
- Account number or feasibility number, in the case of a new account.
- Address of the property where the service is provided.
- Corporate name (legal name).
- Tax Identification Number (NIT).
- The selected mechanism to guarantee payment of unbilled consumption as provided under Article 28 of CREG Resolution 123 of 2013.
2. The current retailer shall have five (5) business days to respond to the request for the good-standing certificate, either by issuing the certificate or by providing the account statement associated with the energy service.
3. Verification of the individual telemetering system in accordance with CREG Resolution 127 of 2013 and/or any resolutions that amend, supplement, or replace it, which adopts the Gas Distribution Code for pipeline grids.
Note: If you are a new user seeking access to the gas grid and you choose Enel Colombia S.A. E.S.P. as your retailer, you are only required to complete step 3.
Requirements for Switching Retailers for the Delivery of Energy Surpluses
The user must request termination of the obligations under the special agreement in place with the company for energy surpluses by submitting a request expressing such intention through the mechanisms provided in CREG Resolutions 156 of 2011, 157 of 2011, 038 of 2014, 135 of 2021, 174 of 2021, or any resolutions that amend, supplement, or replace them. This request must be submitted at least fifteen (15) business days prior to the end date of the billing period.
Procedure for Switching Retailers for the Delivery of Energy Surpluses
- For the switch, the date of submission of the intention-to-switch request is reviewed, and if it was submitted with the required minimum advance notice, the switch proceeds within the same period. If the termination request is submitted with less than the required advance notice, the interruption will take place in the following period, generating the corresponding service charge.
- The current retailer must issue a good-standing certificate upon termination of the energy surplus delivery or sale agreement in order to prevent subsequent claims by the AGPE user.
- AGPE users are responsible, during the contract termination stage, for informing the Grid Operator of the termination of the surplus delivery or sale agreement with the retailer.

CONNECTION COSTS
The good-standing and inspection processes required for switching retailers do not entail any costs for the applicant.
