Where can I see the waste service charge on my electricity bill??
The Enel Colombia bill design is divided into two sections: in the upper section, you will find the information related to the residential public electricity service charges; in the lower section, highlighted in blue, you will find the waste collection service charge.
Why was the alliance between Urbaser and Enel created?
Because Urbaser will begin the monthly billing and collection of the waste service, which will now rely on our company’s advanced billing and collection system.
Benefits of having the waste service charge integrated into the Enel Colombia bill
This improvement will make payment easier for residents of Soacha, since the waste service charge will now appear on the electricity bill rather than on the water bill.
Additionally, this new system will allow you to view the details of your consumption, better plan your expenses, access more than 37,000 in-person payment points nationwide, and switch to virtual billing if you prefer, so you can pay from your cellphone or computer, at any time and from anywhere.
There will be no changes to the tariff or additional costs. The only difference is that the charge will now be billed monthly instead of bi-monthly.
You can also rest assured regarding the charge applied to your property, as Urbaser Soacha is supervised by the Superintendence of Residential Public Utilities and complies with Decree 2981 of 2013 regarding the provision of the public waste service, ensuring the cleanliness of public areas in the municipality.

Enel Colombia was selected by several waste service providers in Bogota and Cundinamarca for joint billing and collection of their service. As a result, on the same bill you will find: in the upper section, a detailed charge for the electricity service, which is the responsibility of Enel Colombia; in the lower section, highlighted in blue, the charge for the waste collection service, which is the responsibility of the respective service provider.
This change responds to the service providers’ interest in offering their users and customers the benefits of Enel Colombia’s monthly billing scheme, payment points, and bill design.

If new inclusions occur, customers will be informed in advance by their respective waste service provider prior to the charge being applied.
No. The electricity service rate will not change as a result of including the waste service charge on the same bill. These are completely independent services and tariffs, and their respective costs will be itemized separately on the bill.
The rates are set by the waste service provider and are calculated in accordance with the tariff methodology established by the Water and Basic Sanitation Regulatory Commission (CRA).
It is important to note that the CRA regulates the tariffs, and the Superintendence of Residential Public Utilities (SSPD) oversees their proper application and the quality of service delivery.
What does an increase in the tariff depend on?
Given that the waste service tariff includes several components established under the Comprehensive Solid Waste Management Plan (PGIRS), the tariff may vary depending on the volume of waste generated.
Some of the activities included in the PGIRS are:
- Collection, transportation, and final disposal of ordinary solid waste.
- Leachate treatment.
- Grass cutting.
- Street sweeping and cleaning of public roads and areas.
- Recycling incentives.
- Installation and maintenance of public waste bins.
Pursuant to Act 142 of 1994, Article 147, Paragraph: “When basic sanitation services, and in particular public waste collection and sewerage services, are billed jointly with another residential public service, the latter may not be paid independently of the basic sanitation, waste collection, or sewerage services, except in cases where there is proof that a petition, complaint, or appeal has been duly filed with the entity providing the basic sanitation, waste collection, or sewerage service.”.
Is it mandatory to pay for the waste collection service?
As a basic sanitation service, enrollment in the residential public waste collection service is not optional. According to Article 128 of Act 142 of 1994, users are required to subscribe to the service.
